Release of a Joint Report on the Myanmar National Human Rights Commission

Progressive Voice, together with Action Committee for Democracy Development (ACDD) and Smile Education and Development Foundation, released a joint report on the performance of the Myanmar National Human Rights Commission (MNHRC) today.
 

The report is the Myanmar chapter of the Asian NGO Network on National Human Rights Institutions (ANNI) annual report on the performance and establishment of National Human Rights Institutions (NHRIs) in Asia, which was formally released in Bangkok on 29 November, 2017 to coincide with the Asian Pacific Forum on National Human Rights Institutions.
 

Progressive Voice, the lead author of the Myanmar chapter of the report, has consistently been engaging with the MNHRC and has been advocating for reform of the Commission since the inception of the body. PV has partnered with ACDD and, Smile Education and Development Foundation to co-author the Myanmar chapter this year. The Myanmar chapter highlights key issues related to the MNHRC including a trust deficit among civil society, its lack of independence and transparency from the executive and its failure to speak out on the most pressing human rights issues facing Myanmar today.

ျမန္မာႏုိင္ငံအမ်ိဳးသားလူ႔အခြင့္အေရးေကာ္မရွင္၏ လႈပ္ရွားလုပ္ေဆာင္မႈဆုိင္ရာ အခ်က္အလက္မ်ားႏွင့္ ပတ္သက္ေသာ ပူးတဲြစီရင္ခံစာ တစ္ေစာင္ကုိ ေရွ႕ေျပးသံအဖဲြ႔ (Progressive Voice) ႏွင့္အတူ ဒီမုိကေရစီဖြံ႔ၿဖိဳး တုိးတက္ေရးလႈပ္ရွားေဆာင္ရြက္မႈေကာ္မတီ (Action Committee for Democracy Development) ႏွင့္ စမုိင္းလ္ပညာေရးႏွင့္ဖြံ႔ၿဖိဳးေရးေဖာင္ေဒးရွင္း (Smile Education and Development Foundation) တို႔မွ ယေန႔ ၂၀၁၇ ခုႏွစ္ ဒီဇင္ဘာလ ၄ ရက္ေန႔တြင္ ထုတ္ျပန္လုိက္ပါသည္။

၂၀၁၇ ခုႏွစ္ ႏို၀င္ဘာလ ၂၉ ရက္ေန႔တြင္ ထုိင္းႏုိင္ငံ ဘန္ေကာက္ၿမိဳ႕- ျမန္မာႏုိင္ငံအခန္းက႑ျဖစ္ေသာ ယခုအစီရင္ခံစာပါ၀င္သည့္ အာရွေဒသတြင္း အမ်ိဳးသားလူ႔အခြင့္အေရးဌာနမ်ား၏ လုပ္ကိုင္ေဆာင္ရြက္မႈႏွင့္ ေအာင္ျမင္မႈမ်ားအား စုစည္းသံုးသပ္ထားသည့္  ၂၀၁၇ ခုႏွစ္ အမ်ိဳးသားလူ႔အခြင့္အေရးဌာနမ်ားဆုိင္ရာ အာရွေဒသအစိုးရမဟုတ္ေသာအဖြဲ႔အစည္းမ်ားကြန္ရက္ (Asian NGO Network on National Human Rights Institutions – ANNI) ၏ ႏွစ္စဥ္အစီရင္ခံစာကုိ ထုတ္ျပန္ခဲ့သည္။

 

ေရွ႕ေျပးအသံအဖဲြ႔သည္ ျမန္မာႏုိင္ငံအမ်ိဳးသားလူ႔အခြင့္အေရးေကာ္မရွင္ ကနဦးဖဲြ႔စည္းတည္ေထာင္ကတည္းက ေကာ္မရွင္ကို ျပဳျပင္ေျပာင္းလဲမႈမ်ားလုပ္ေဆာင္ရန္အတြက္ စည္းရုံးလႈံ႕ေဆာ္မႈမ်ား လုပ္ေဆာင္ေနခဲ့သည့္ အဖြဲ႔ျဖစ္သည္။  ယခုႏွစ္ ျမန္မာႏုိင္ငံႏွင့္ပတ္သက္ေသာအခန္းက႑ အစီရင္ခံစာကို ေရွ႕ေျပးအသံအဖြဲ႔မွ ဦးေဆာင္းေရးသားၿပီး ဒီမုိကေရစီဖြံ႔ၿဖိဳးတုိးတက္ေရးလႈပ္ရွားေဆာင္ရြက္မႈေကာ္မတီ (Action Committee for Democracy Development) ႏွင့္ စမုိင္းလ္ပညာေရးႏွင့္ဖြံ႔ၿဖိဳးေရးေဖာင္ေဒးရွင္း (Smile Education and Development Foundation) တို႔ႏွင့္ ပူးတဲြေရးသာထားပါသည္။

ယခုအစီရင္ခံစာထဲတြင္ ႏုိင္ငံအတြင္း ျပည္သူလူထုမ်ား လူ႔အခြင့္အေရးခ်ိဳးေဖာက္မႈမ်ားႏွွင့္ရင္ဆုိင္ေနရသည့္ အခ်ိန္တြင္ ျမန္မာႏုိင္ငံအမ်ိဳးသားလူ႔အခြင့္အေရးေကာ္မရွင္မွ ေဆာင္ရြက္မႈအားနည္းျခင္း၊ အမွီခုိကင္းမဲ့ျခင္းႏွင့္ တာ၀န္ယူမႈ တာ၀န္ခံမႈ အားနည္းေနျခင္းအပါအ၀င္ အရပ္ဘက္လူထုအဖဲြ႔အစည္း၏ယုံၾကည္မႈ ကပ္ဆုိက္ျခင္း စသည့္ အေရးႀကီးေသာအေၾကာင္းအရားမ်ားကုိ ေဖာ္ျပထားသည္။


 ျမန္မာႏုိင္ငံအခန္းက႑အစီရင္ခံစာျမန္မာဘာသာႏွင့္ အဂၤလိပ္ဘာသာကုိ ရယူႏိုင္သည္။
